They won't read it unless your resume is strong and they already think you can do the job. Most recently in my job search, i've had at least 3 separate contacts make a comment about how good the format is. If the job posting states that a cover letter is required and must cover certain points, then you had better include one that covers those points, or i am perfectly free to ignore your application.

And also as a hiring manager, i really don't have time to look at copy pasted cover letters, so if you are doing them you'll have to put in a good amount of effort.
